Own third level domain name zone

Is there a way to transform a beautiful and sought-after domain name into a complete third-level domain zone so that domains in this zone can be sold/distributed to individuals? What are the technical, theoretical and legal requirements needed for this? It is just a curiosity that I have.

Take a look at your domain name and research how others have handled it, including the WHOIS server.
One of the biggest challenges is convincing people to buy third-level domains. Do you have a goal to sell?

If you don't want to use a public database, you can still distribute domains. Keep them up-to-date by sending out renewal links that expire after a year or longer.

However, it's important to keep in mind that the owner of the second-level domain is primarily responsible for anything that happens on third-level domains.

I have a proposition. There exists numerous two-letter country codes (ccTLDs).
Most of them are related to a specific country, even ones with no internet users. The suggestion is to create a "fictional" country code that represents the world of magic, science fiction, childhood, adventure, occult, mystical disciplines, and everything else unexplained and unknown. This could also include treasure hunters, dowsers, forecasts, psychoanalysis, interpretation of dreams, and ancient cults.
To achieve this, the name of "Oz" has been proposed, as it would make a fitting choice for the country code ".oz".
