Own third level domain zone

There is a beautiful and short enough domain name, the theme of which is in demand. How is it possible to turn it into a full-fledged third-level domain zone and distribute / sell domains in this zone to people? Theoretically, technically, legally - what is needed for that? Just wondering.

That is your domain name. See how others have done it, WHOIS server, etc.
The hardest thing to force to buy third-level domains. Or do you have a goal to sell?

You can distribute even without a public database. To keep up to date, simply sent out renewal links with an expiration date. Moreover, the validity of the link could be a year, especially if it is not sent out annually.

And just in case, I'll remind you. For everything that happens on third-level domains, the owner of the second-level domain is primarily responsible.
