Will this server run heavy modded Rust game?

I would not recommend this CPU for hosting a rust server. Generally speaking, most game server software, including the rust dedicated server, does not take advantage of many CPU cores. So you want to have a high single thread performance rating, which translates into very fast individual cores.

This CPU has a low clock speed, which results in an abysmal single thread performance rating. (on par with some higher end tablet CPUs at this point)

For game servers you're generally going to either want an i7, i9, Ryzen, or if you want Intel Xeon/scalable, go with Xeon W chips.

Basically any CPU in this list that has a rating 2500 or higher is suitable for most modern game server hosting. (Excluding the Apple products and mobile/embedded CPUs)

Get a CPU with higher single core performance in order to see a major improvement. Also replace the HDD by a SATA/NVMe SSD.
