Network traffic is unstable, so load surges can be observed quite often. It is definitely impossible to panic – if changes occur too often, then it is necessary to conduct a full inspection of the site, study the code in detail, perhaps some JavaScript function slows down the work.
You should look at the logs. They will indicate in which direction to look for the "root of evil". Additionally, you need to test the scripts.

Is everything okay in the outer contour? It is possible that the problem "sits" inside, like a parasite.
First you need to check your resource for the presence of malicious code and put protection.
Analyze the site loading speed, view the processing time of database requests, replace the old non-optimized methods with functions, use Nginx together with Apache to reduce the number of requests.
