Does hosting localization matter?

Is it important for a hosting service to be localized in the same region as the user? For example, if someone prefers English language interface, is there any advantage to choosing a European host when living in Europe or is it fine to choose a host from anywhere in the world?
Aside from ensuring the availability of an English control panel, are there any other considerations one should keep in mind when making this decision?

The question of choosing a hosting, I mean location, becomes at the moment when it comes to choosing visitors, or rather customers. For example, you have a warehouse and/or a physical store with goods in France. Of course, it is better for you to choose hosting for an online store in France. And why? Firstly, the server response will be faster, and secondly, search robots will be more tolerant of you, that is, it will be easier to promote a store in France.
Another question arises when there are problems with the language or you select traffic with the appropriate component.

Currently, the location of a hosting service does not hold much significance. Opting for a reputable and established host with strong connections to European backbones is sufficient, as the user's own provider will also have reliable channels. Major traffic exchange points in Europe are situated in cities such as Frankfurt, Amsterdam (AMS-IX), and London (LINX), with regional hubs in Moscow (MSK-IX), Kiev (UA-IX), and others.

Despite geopolitical tensions, services function without major disruptions, as evidenced by employees at the Zaporizhzhia nuclear power plant in Ukraine accessing the Rosatom site in Moscow via fiber optic links that traverse active conflict zones. While it was important to consider the provider's location a decade ago, advancements in infrastructure and technology have made geographical proximity less of a priority.

I checked the trace from Kiev to Moscow. For Ukrainian users, all significant resources like Rosatom, Neftegas and Russian news portals are blocked. However, Kiev blocked even IT forums, children's educational sites, and food recipe sites. :)
Apparently, the nuclear workers use some kind of VPN.

I checked on another resource, which is located in the same cluster as the Rosatom site.
My traffic went through a tunnel of another Russian provider in UA, via Vilnius, Latvia.
