I don’t understand why the developers created a lot of H1 headings?

I don't understand, kill me.
There is a template "Twenty Thirteen", known to many, from the official WordPress repository.

Why and for what purpose did developers create many H1 headings?

1. If we leave everything as it is, will there be sanctions from Google, Baidu, Bing, Yandex, and others for using a large number, and not just one H1 heading?
2. The title of the article is also duplicated three times.

I think, there will not be any sanctions from SEs.
As I know, if there are many H1 headings, they (H1s) will be considered (their meaning) as H2 headings.

Maybe because the developers are not SEO specialists, and they spat on all this nonsense from a high tower😂

Pretty much the same as what I was talking about.
However, among the top competitors in the niche, I did not find a single site whose pages have more than one H1 per page.

What bothers you? Use - means they have in mind a certain structure of the page. If you will have a different structure, you can use one header. The HTML standard does not limit the number of headings, it only declares that the hierarchy of headings corresponds to the structure of the document.

Spat PS on the number of headlines. They use them only as an auxiliary tool for understanding the content.

New rules for using HTML5 <h1>

Use one set of <h1> tags for each root section or content section.
There should always be a level header between the <h1> opening <body> tag and the first section of the content to indicate the entire document.
When the <h1> level header is to be used to designate a section of content, it should be the first header that appears in the section, because the first header is always interpreted as a section label.
If the <h1> level header is used to indicate a section of web content, any other headers used in that section must be H2 or lower to create an accurate document structure.
