Not possible.
Docker is the virtualization of a specific process or application. Microservices. You can ssh connect to a container with specific permissions.
Root is about gaining access to the virtualization of the OS. That's why VPS and other virtualizations were invented.

There are docker hosts. You can't root on them at all.
