Looking for Domain Registrar Covering All Zones

Hello, I have two questions.

1) We are in search of a registrar who can register and verify the availability of a domain across all zones simultaneously. I have not been able to find one that covers all zones.

2) I've encountered an issue. I am unable to register domains in the .me.uk zone, only in .uk, .asia, and .fr.

Are registrations free in these zones? Or can only residents of those territories register?
