ICANN is proposing changes to the process of selecting its board of directors, which would include having more members from the community who are not affiliated with ICANN.

The new rules for the Nominating Committee would require at least three directors to be unaffiliated at any given time. This means that anyone who has had professional involvement with ICANN would be excluded, even if they attended meetings on their employer's behalf. The NomCom would have some flexibility in exceptional cases when it cannot find a qualified director without any ICANN ties.

To improve institutional memory, NomCom members would have their terms extended to two years instead of one. ICANN would also create a Nominating Committee Standing Committee, made up of former NomCom members, to oversee the NomCom and review the hiring cycle. The committee would not have input on the hiring or firing process.
