Title: Avoiding domain locks and transferring to new registrars

Good day! In the past month, there have been three instances of domains being put into lockdown, which used to be a rare occurrence that happened only once or twice every few years. While the blockages are justified as some rules were violated, it seems apparent that they were made due to someone's complaint. PublicDomainRegistry.com has asked me to provide dоcuments that I don't possess, ultimately leading to a lock on the domain.

Now, the questions arise: Can we avoid such locks by implementing redirects? Is there a way to remove the lock by transferring the domain to a different registrar?
I must admit that I am not knowledgeable about this subject matter, and I request your assistance and understanding.
