I am currently renting hosting services from arvixe.com, which is the cheapest plan at $6 per month. The site receives around 30 visits per day with no more than two people at the same time. Osclass is the content management system (CMS) used on the site. Although the website does not seem to have a significant load, it is often inaccessible.

As someone who is not knowledgeable about hosting issues, I have several questions:

1) How can I determine the root cause of the website's unavailability?
2) Would upgrading to a more expensive plan be a viable solution?
3) If I were to switch to a new hosting provider, which one would be the best fit?
4) Where can I find useful resources on hosting to enhance my understanding of it?

Arvixe.com is not a reliable hosting provider as the website is constantly experiencing downtime and errors. The server is unstable and hosting services are poorly maintained.
