I'm seeking guidance regarding a website with the following particulars.

Site content: an abundance of articles on the topic + details about the agency's services.
Requirement: CMS with highly adaptable SEO settings through the control panel. This would enable the content editor to implement SEO without delving into the code/markup. (Let's not dwell on the editor's SEO expertise.)
I'm looking for a solution that aligns with the aforementioned objectives and offers flexibility in terms of SEO and content management/editing.

Considering the uncertain profitability of this project, the financial outlay for website creation will be based on the principle of "as much as necessary, but as little as possible".
Therefore, in light of the above, I seek recommendations on which type of CMS to focus on?
Thank you.

Given the abundance of articles on the website's topic and the need for details about the agency's services, it's crucial to choose a CMS that offers robust content management capabilities while also providing flexible SEO settings.

When considering SEO adaptability through the control panel, WordPress emerges as a strong contender. Its extensive range of SEO plugins, such as Yoast SEO, All in One SEO Pack, and Rank Math, allows for seamless implementation of SEO strategies without the need for in-depth technical knowledge. These plugins offer a user-friendly interface within the CMS, enabling the content editor to optimize meta titles, descriptions, keywords, and other critical SEO elements without the requirement to delve into the website's code or markup.

In addition to SEO adaptability, WordPress offers a highly flexible and intuitive content management system. Its platform empowers content editors to effortlessly add, organize, and update articles on various topics, catering to the abundance of content required for the website. The built-in editor and customizable templates make it easy for non-technical users to maintain and manage content, meeting the need for extensive article publication and showcasing agency services.

Moreover, WordPress aligns with the principle of "as much as necessary, but as little as possible" in terms of financial outlay. As an open-source platform, WordPress itself is free to use, lowering the initial cost of website creation. Additionally, many essential SEO plugins provide free versions that deliver essential SEO functionality without imposing significant financial constraints, making it an ideal choice for a project with uncertain profitability.
WordPress serves as an optimal CMS for this project, addressing the specific requirements for content management, SEO adaptability, and financial prudence. It offers a cost-effective solution with highly adaptable SEO settings and user-friendly content management capabilities, making it well-suited for the creation of a website with extensive article content and agency service details.

In my view, Wordpress serves as a perfect choice for service-oriented company websites. Currently, there are numerous free and paid plugins available, which significantly streamline the tasks of content managers.
Notable examples include the popular Seo Yast for search engine optimization, Elementor for effortless design and layout editing, and a plugin for photo optimization such as TinyPNG.

In my view, WordPress is an effective CMS for SEO, making it simple to optimize technically and implement tools for title and description management. Caching can also be easily activated. Personally, I believe that WordPress is well-suited for corporate websites or smaller catalog sites with up to 4-6 thousand products or services.

You should take a closer look at WordPress, Joomla, and October CMS. These platforms offer highly adaptable SEO settings through their control panels, allowing your content editor to implement SEO strategies without diving into code.
WordPress, in particular, has an extensive library of SEO plugins, such as Yoast SEO and All in One SEO Pack, that can be easily configured through the dashboard. Joomla and October CMS also provide robust SEO features out-of-the-box.
