good VoIP Provider

Could someone suggest a good VoIP provider for me?

Specifics:
Unfortunately, I am not well-versed in the realm of VoIP. However, we require a service that furnishes one telephone number to divert calls to four handsets (for now) at a fixed location where we don't have a phone yet. Additionally, it would be great if the incoming calls can also be redirected to a computer.
It's important for these mobile phones to be set to not ring during certain times and for the IVR (I believe that stands for Interactive Voice Response), which can play music or give users a message, to be available periodically. This feature would be helpful but not critical.
