I just hired an SEO expert who advised me to insert nofollow tags to all external links and move the SEO text towards the beginning of the code.
However, I was curious if these traditional techniques exercise any impact on search engine rankings in today's day and age.

Moreover, considering CSS, does the positioning of text still hold relevance for search engines? If the website is overloaded with irrelevant links, wouldn't the implementation of nofollow tags hide them from Google and Bing, thereby, preventing a drastic increase in the number of external links taken into account?
