Right Hosting for Minecraft Servers

Greetings! I currently run a Minecraft server equipped with around 50 industrial mods. The server is expected to accommodate between 10 to 30 players. Currently, I am using a VDS hosting service from scalacube.com. However, the server has been experiencing slow downs frequently, despite not being utilized to its full capacity. The hardware specs of this hosting service are 2 CPU Xeon E3-1245 (3.4GHz), 4.5 RAM.

Although I suspect that it may be due to poor server optimization, but I have observed better TPS with the same mods on cheaper hosting services, not VDS. Could you recommend a stable hosting service that I can purchase for my server?

P.S. I've taken a look at DigitalOcean, but I'm unsure about the type of processors they use and whether or not their hosting services are compatible with game servers.
