There is a hosting provider with three servers; one in Germany and two in England. However, there are instances of interruptions which may be due to network overlays on the mainline. In Germany, some users can't get through while others can. Interruptions happen around 5-8 times a year for about 15-20 minutes.

In England, construction site problems cause idle times for 1-3 hours, which is longer compared to Germany's downtime. Interruptions in England happen less often, around 2-3 times a year.

Downtime is critical because each server has at least 24 databases with up to 1000 requests each. Users are unhappy with the interruptions.

Based on experience, can you recommend the best place to rent a server? The main requirement is simplicity and minimal downtime of 1-3 hours.
