I found out that my website was inaccessible due to certain IPs being blocked by some countries. As a result, I suspected that I had lost a significant portion of my traffic as my hosting service, vscale.io (currently selectel), was unable to accommodate visitors from those regions.

To address this issue, my editors have resorted to using VPNs, which has caused them to experience some difficulty. Hence, I am looking for a stable and reliable hosting provider based in Europe that offers VPS on CentOS 7-8 at an affordable price. It would also be preferable if the provider accepts card payments. Do you have any recommendations in mind?

Have you signed a trilateral agreement, even if it is publicly available? Nevertheless, its interaction with others is their own affair, and the company in Cyprus has no obligation to you. There is EU legislation that states until payment has been made, the company owes you nothing, regardless of what is detailed in the contract.

Not a bad choice. No one bans this hosting provider - there's a huge range of IP addresses.
If, however, some government decided to block an entire segment of the Internet, and this is usually done at the DNS server level of local providers, then - Cloudflare.
