Why the developers created a lot of H1 headings?

I am confused to the point of wanting to die. The official WordPress repository features a commonly known template titled "Twenty Thirteen." Why did developers create several H1 headings and what is their purpose? Is it possible that using multiple H1 headings instead of just one will result in penalties from search engines like Google, Baidu, Bing or Yahoo?

Additionally, the article title is repeated three times. The source code provided includes various H1 headings such as "Site name," "Title of the article" (twice), "Post Navigation," "3 comments on the article 'Title of the article'," "Add comment," "Site sections" and "Recent posts." Some of these are visible to visitors while others are present only in the source code.

I think, there will not be any sanctions from SEs.
As I know, if there are many H1 headings, they (H1s) will be considered (their meaning) as H2 headings.

Pretty much the same as what I was talking about.
However, among the top competitors in the niche, I did not find a single site whose pages have more than one H1 per page.

What bothers you? Use - means they have in mind a certain structure of the page. If you will have a different structure, you can use one header. The HTML standard does not limit the number of headings, it only declares that the hierarchy of headings corresponds to the structure of the dоcument.
