Can you recommend a reputable hosting provider for leasing a web server with the following specs? The server should have at least 4+ cores running at a speed of 2.7 GHz or higher, a minimum of 4 GB of memory, 200 GB or more of SSD storage, 1000Mbps network bandwidth, and be compatible with Debian/Ubuntu servers. Ideally, the provider would be located in the United States, France, or Germany.

Can you share the intended purpose of the server, or is it confidential? Are you also interested in VDS servers with similar specs?

Make sure you'll have something like a personal representative or sales representative in the hosting provider so you can easily deal with various issues related to service usage.

I think you should broaden the range of your search.
Highly recommend GTHost.com (https://gthost.com/instant-servers/) and also DataPacket.net (https://datapacket.net/) server hosting packages.
Compare them. Their professionals are able to customize any services/features you may need.

I can recommend a company Kamatera (https://www.kamatera.com/express/compute/?tcampaign=35128_382160&bta=35128&nci=5344) with different options for tariff plans. Depending on your wallet and need. Localization of servers in Germany and the USA.
They offer the operating system as you want Debain/Ubuntu.
Of the shortcomings - Own control panel, "cPanel".
