Who took domain names at namecheap, there were no problems with DNS?

I was planning to purchase a domain on namecheap (using a foreign card), but then I came across premium DNS, which offers "100% DNS uptime" for a fee.
I'm curious, is it common to experience uptime issues without this service? Has anyone here had any experience using it?
